We were given a Harbor Breeze Ceiling Fan and no manual. Wires are colored: White, Black, Blue, and Green coming from the fan. White is ? Black is Neutral, Green is Ground, Blue is?
What is the White and Blue???
All american fans are as follows: White wire is "neutral", Black wire is "hot", blue wire is "hot" for light on fan, green is "ground". If you only have one "hot" wire in your ceiling box and there is a light on the fan, twist the blue and black from the fan together. Good luck…

You are going to have to trace the wiring inside the fan to make sure where what goes……
Usually…….
The White is neutral and goes to the white of the electrical box the fan is connected to. Black goes to the black in the same box. Green goes to the Ground.
The white goes all the way thru the fan and is connected internally to the motor and light kit neutral.
Black should go to the fan pull chain switch, the switch will have 3 outputs to the 3 speed fan motor.
The other color usually is for the fan light. It appears at the input on top in case you want the light on the fan to be controlled by a wall switch. Trace it by taking the light kit off, or if there is no light there is a round plate on the bottom of the fan. in some cases there is a light pull chain, in that case the blue will go to that switch, then to the light.
Here is one diagram I found.
