I had the same problem this weekend, so I went to Lowes. The guy told me I had to unscrew the three screws holding the metal ring on. Having said that, I would still look toward the wiring as the culprit. I bought one of these right out of the box light/fan combo's and it worked right away. I'd take a shot at installing another set of batteries, especially the ones in the remote. Then try turning it with your hands. The leather will allow you to get a better grip. If it is still not turning, pour a little vegetable oil(it is less flammable then something like WD 40) and pour a LITTLE bit in the top part of the beauty ring. Let it soak over night and try again. Clean all the oil off and then wax the ring with a clear candle to keep it from doing this again. There are a couple that the big box stores that are having that issue. I have not read about any fixes that they have agreed to yet, or even admitted to yet.
